In any dispersments by the federal government to the states for educational purposes, those
should be in the form of vouchers,not grants.
These vouchers should go to the students and/or parents and be only applied to institutions approved by the states for tuition payments.
Parents are the first caretakers of the children and they should make the choice where their children
